**Announcement on DBE/ACDBE Program**

The U.S. Department of Transportation issued an Interim Final Rule (IFR) on October 3, 2025, which introduces immediate and significant changes to the Disadvantaged Business Enterprise (DBE) and Airport Concessions DBE (ACDBE) programs nationwide. This IFR could impact current DBE and ACDBE certifications, including those for vendors used by the Boise Airport.  

Under this new rule, DBE and ACDBE certifications must now be based on individualized demonstrations of social and economic disadvantage, eliminating reliance on race- or sex-based presumptions. Currently certified DBE and ACDBE firms will be reevaluated under these new standards, and those that do not meet the criteria may be decertified.

The Idaho Transportation Department (ITD) is currently reviewing USDOT’s IFR and related guidance documents to ensure compliance with the new regulations. Under Idaho's Uniform Certification Program, it's ITD's responsibility to perform certifications for DBE and ACDBE, including those for vendors used by the Boise Airport. The updated certification process will begin once state Departments of Transportation receive additional guidance from USDOT.

The Boise Airport has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Parts 23 and 26. The Boise Airport has received federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, the Boise Airport has signed an assurance that it will comply with 49 CFR Parts 23 and 26.
